unable to handle server request during file upload

Hi i am trying to upload scorm file and even normal file, but i m getting http 500 error, unable to handle server request, please advise what is the reason. forma 2.4

Activate debug and post the fatal error.
PHP version?

Debug activated but no fatel error,

Downgrade to 7.0
